No straight answer for this really, it depends what kind of vibe you're going for. Some will suggest a large nulsec power block like Goons or PL / Horde for quick income. Some will suggest a hisec training corp like EvE Uni to get your feet first....

Yeah set dscan to very short range / angle and ping the direction the gate faces. If the mission is underway you should see wrecks and maybe drones on dscan, as well as the ship that's running the site.
